AI for Diplomats of Central Eurasia
A Regional Capacity-Building Model for Responsible AI in Diplomacy
AI for Diplomats of Central Eurasia is a regional capacity-building model delivered as a continuing professional education programme. It is designed to strengthen the human and institutional capacity required for the responsible use of artificial intelligence in diplomacy and public administration.
The programme responds to a dual professional challenge: modern diplomats and public officials must contribute to the development of international approaches to AI governance while also being able to use AI tools safely, lawfully and effectively in their daily work.

The programme is structured into several thematic blocks: from the principles underlying AI and the current state of the technology to global regulation, international standardization, the development of the global technology market and its regional characteristics in Central Eurasia. Another block focuses on big data, personal data protection, AI testing and information security. Dedicated modules discuss the integration of AI into professional workflows, current regional and global regulatory developments, legal and ethical risks, and specialized AI use cases in diplomatic practice.

Lectures are complemented by hands-on exercises and discussions of cases, including information analysis and its clustering, document preparation, multilingual communication, quality assessment and verification of AI-generated content. Special attention is paid to confidentiality, data protection, output reliability, algorithmic bias and the preservation of meaningful human oversight.

The programme was created and delivered by the MGIMO AI Centre (MGIMO University) in cooperation with the International Telecommunication Union (ITU) and the Regional Commonwealth in the Field of Communications (RCC). Sessions are to be delivered by experts and faculty members from MGIMO University, the Moscow Institute of Physics and Technology, the MGIMO University, the Moscow Institute of Physics and Technology, Saint Petersburg State University of Telecommunications named after M.A.Bonch-Bruevich, the ITU and the RCC, as well as by specialists in international ICT regulation, machine learning, telecommunications, standardization, personal data protection, cybersecurity and digital transformation.

This combination of international and interdisciplinary expertise within a professionally oriented practical programme made it possible to develop an adaptable and scalable model for the training of diplomats.

With limited adjustments reflecting national and regional circumstances, the approach can be applied in other parts of the world.
